Two layers: the ID, and your identity

Naver asks two different questions at different times. The first, at signup, is "is this phone number real and reachable?" — answered with an SMS code. The second, which appears when you try certain things, is "who are you, legally?" — answered through Korea's identity-verification system.

That second check is common across Korean websites, not a Naver invention. It is used for payments, adult content, some purchases and some account recovery. It confirms your name and date of birth against a record held by your mobile carrier or another certified provider, and it only works for a person who holds that record.

The practical meaning for anyone outside Korea: a Naver ID is easy to create; a fully verified Korean Naver account is tied to a Korean identity and cannot be assembled from parts.

What a basic Naver ID lets you do

Without the identity layer, a Naver ID still signs you in to search history, Naver Mail, Naver Map bookmarks, blogs you follow and many café communities. For students of Korean, researchers, travellers planning routes on Naver Map and people who want to read and comment in communities, that is usually enough.

Where you hit the identity wall is anything involving money, age limits or trust signals: paying with Naver Pay, buying certain products, selling, or joining communities that require verified members. Plan around that before you invest time in the account.

Cafés have their own gates

Naver Cafés are community forums run by their own managers, and each can set its own joining rules: answering questions, waiting for approval, reaching an activity level before posting, or requiring identity-verified members. A café that refuses a new account is applying its rules, not Naver's signup check.

Read the café's joining rules before you sign up for one; they often say plainly what is needed.

Keep the ID independent of the number

Naver supports two-step verification, where a new sign-in is approved in the Naver app on a phone you already use, and it shows login alerts and a list of recent sign-ins. With those set up, the account does not stand or fall on one phone number.

If you signed up with a temporary number, add your own number and email in the Naver ID settings before the rental ends, and turn on two-step verification. Recovering a Naver ID without access to its number or email usually means proving who you are — easier when the details are genuinely yours.

How many IDs per number

Naver limits how many IDs can be created with one phone number, and heavy repeated signups from the same number or device can trigger extra checks. Numbers that have already been used on Naver may simply be refused. A fresh number is more likely to go through, and one ID per person is the pattern the service expects.

Messages that ask you to "confirm your account"

Naver accounts are a common phishing target in Korea: emails and texts that look like Naver notices about a locked account, a blocked login or an undelivered parcel, with a link to a fake sign-in page. Naver shows real notices inside its own app and mail. Check the address before typing a password, and never send a verification code to anyone.

When the code does not arrive

In order of how often each one is the real cause:

1. A feature asks for identity verification
   That is Korea's identity check. It needs a Korean carrier or certificate in your own name.
2. No SMS arrived
   Check the country code, wait a minute, and request once more; try another range if it still fails.
3. The number cannot be used
   It may have reached Naver's limit of IDs per number. Use a fresh number.
4. A café will not let you join or post
   Each café sets its own rules. Read its joining conditions.
5. You were asked to log in through a link in a message
   Treat it as phishing. Open the Naver app or type naver.com yourself.
